Thermal Engineer, Municipal Utilities - Ukraine

Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC) , which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

Position Summary

Tetra Tech is seeking a Thermal Engineer, Municipal Utilities to serve as the member of SPARC Project. The Thermal Engineer will develop, and support activities focused on reduction of energy intensity in the district heating sector. This is a full-time position for the period of 1 year with the possibility of an extension for another term, based in Kyiv Office, Ukraine. Candidates must be based in and authorized to work in Ukraine for the duration of the assignment. Travel within Ukraine and abroad may be required.

Position Responsibilities

• Work closely with Component 2 Lead and Deputy Municipal Lead on the implementation and monitoring of activities for municipal utilities energy efficiency.
• Support with assessment and planning of investment projects, energy efficiency improvements for municipal infrastructure systems.
• Provision of support or conducting energy audits for district heating projects.
• Support in preparation of pre-feasibility or feasibility studies for energy efficiency projects.
• Technical consultations related to construction and/or modernization of district heating systems, including boiler houses, district heating networks, heating substations etc.
• Support with energy efficiency projects implementation to ensure compliance with applicable standards and guidelines.
• Conduct technical trainings for stakeholders and represent SPARC in conferences, workshops, and other events.
• Communications with stakeholders, participation in the project meetings and sub-component progress reviews.
• Support with preparation of annual workplans and progress reports.
  
  

Required Qualifications

• Bachelor’s degree in engineering, economics, or related field.
• At least 8 years of experience in the energy or energy efficiency sectors.
• At least 3 years of experience with assessment and preparation of energy efficiency projects for municipal utilities.
• Experience in conducting energy audits or energy assessments for municipal utilities.
• Knowledge of national and EU regulations related to district heating.
• Knowledge of project management cycle and regulations of international financial institutions (e.g. World Bank, EBRD).
• Proficiency in both spoken and written Ukrainian.
• Proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.
  
  

Preferred But Not Required Qualifications

• Master’s degree in engineering, economics, or related field.
• Strong analytical skills; experience with preparation of technical data/inputs and reports.
• Energy audits and/or energy management certification.
• Practical knowledge of EE best practices for municipal sector EE.
• Experience working for USAID or other donor-funded projects.
