Context
Since the escalation of hostilities in Ukraine in February 2022, IMPACT Initiatives has been conducting a longitudinal survey of Ukrainian refugees and returnees to monitor the mobility patterns, needs, integration trajectories, and intentions to return of people fleeing the conflict to European countries. This ongoing research provides insights into how these factors evolve over time, supporting humanitarian and development planning efforts at the regional level and within Ukraine. The survey began in partnership with UNHCR, with respondents first interviewed at border crossings, transit sites, and reception centres in Poland, Slovakia, Hungary, Romania, and Moldova starting on 28 February 2022. Since then, IMPACT's team has conducted regular phone interviews with the same pool of respondents, tracking their changing circumstances and decisions. Over nearly three years, the longitudinal survey has resulted in more than ten analytical outputs, offering both broad overviews and thematic or country-specific insights into the situation of Ukrainian refugees. IMPACT collaborates closely with international and national organisations, such as the International Federation of Red Cross, Ukrainian Red Cross Society, Organisation for Economic Co-operation and Development, Save the Children, United National High Commissioner for Refugees, and other partners. These partnerships ensure that the research remains relevant and grounded in the practical expertise of key stakeholders, enhancing its applicability to ongoing programming and policy development.
Looking ahead to 2025, IMPACT plans to continue this research by conducting two rounds of the quantitative longitudinal survey. These efforts will be complemented by qualitative data collection and analysis, conducted in cooperation with external actors.
Assignment
The Assessment Officer (AO) is responsible for assessment planning, overseeing the data collection and output production, analysing both quantitative and qualitative data as well as drafting reports in English to tight deadlines. The position is based in Ukraine and requires occasional travel across Ukraine, all conducted in close coordination with the ACTED Country Security Manager and Ukraine Country Security Team.

Functions
1. Assessment management and coordination
Managed by the Senior Assessment Officer and in close collaboration with other AOs, Data Officer and GIS Officer, the AO will participate in planning, implementation, and follow-up of the Longitudinal Study of Refugees and Returnees team activities.
The Assessment Officer is responsible for contributing to the implementation of assessment projects, providing support to the development of assessment design, database and GIS tools with the Longitudinal Study of Refugees team. It will specifically include, with the GIS/Data team, designing of data collection tools (household surveys, focus groups, and more); supporting the data team with cleaning of the data; development or review of databases in Excel; and drafting outputs such as factsheets, reports and Power Point presentations.
Additionally, the AO will coordinate the data collection conducted by the REACH Field Team.
2. Report drafting
In close collaboration with the Longitudinal Study of Refugees team, the AO is responsible for designing the methodology and tools associated with assessment, according to IMPACT requirements and principles. The AO is responsible for consolidating all analyses and conclusions from the Longitudinal Study of Refugees assessment into IMPACT products such as factsheets, reports and briefs in both English and Ukrainian. He/she is responsible for following the designated timeline of reports to be submitted to partners and donors. The AO must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.
3. Field coordination
In coordination with the Filed Officer, AO is responsible for coordination of data collection remotely. The AO will ensure that all field teams are comprehensively briefed on the objective and expected outputs, and that the overall implementation strategy of any given activity is clearly understood. He/she will ensure that project/field staff are given training and complete all the necessary documentation in line with program requirements set by IMPACT. He/she will also monitor data collection during its implementation and direct the field team as needed.
4. Representation
Together with the SAO and Senior Research Maanger the AO is responsible for representation of IMPACT in cluster and multi-sector meetings/ technical working groups in country and regionally and for following up on technical issues identified in cluster meetings in other parts of the country. This specifically will include liaising with external partners to identify potential for data sets to be integrated into existing databases and mapped to support the coordination of the broader humanitarian community.
5. Accountability to communities and beneficiaries
The AO is responsible for ensuring that all interactions with Ukrainian and International communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.
Qualifications
Education
Strong academic qualifications, including a Master’s degree in a relevant discipline (e.g., International Relations, Political Science, Social Science, Economics, Development Studies, or similar).
Technical Requirements
Previous experience in team management, ideally within an INGO at the field level.
Familiarity with the aid system and the research community.
Excellent communication and drafting skills for effective reporting, including proven experience in high-level presentations/briefings.
At least 2 years of relevant working experience.
Strong research and analytical skills, with experience in assessments, M&E, field research, or evaluations.
Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint); familiarity with R, SPSS, STATA, or other statistical analysis software is an asset.
Ability to multitask under tight deadlines on multiple research cycles in complex environments.
A self-starter with the ability to work independently.
