In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.
The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.
UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.
Building on the outcomes of the Ukraine Early Recovery Programme (UERP) – multisector framework loan from the European Investment Bank being implemented from 2015 and targeting the investments in the reconstruction of social municipal infrastructure in the Eastern Ukraine, the new Ukraine Recovery Programme (URP) started in late 2021 aimed at supporting follow-up EUR 340 million investments in critical public infrastructure in areas affected by the war. At the beginning of the URP, it was expected that the programme would cover the same regions as it was under UERP. Following the military aggression in Ukraine, the URP implementing partners have agreed to expand the Programme to the territories under the control of the Government of Ukraine, regions where there are no active hostilities (territories with a lower risk of recurrence of hostilities) and those that accept a significant number of IDPs. The priority is given to URP sub-projects aimed at recovery of the most critical social infrastructure (schools, hospitals, water treatment) and housing for IDPs in the conflict-affected areas (de occupied regions of Kyiv, Zhytomyr, Sumy, Chernihiv oblasts, city of Kyiv, and supporting Vinnytsia, Dnipropetrovsk, Kirovohrad, Odesa, Poltava, and Cherkasy oblasts) to provide decent living conditions for displaced people and host communities.
The first phase of the URP started in August 2022 with the announcement of the first call of proposals according to the renewed criteria and to select of the most urgent and critically important applications from the final beneficiaries of target oblasts and the city of Kyiv. As of now, the new batch of 45 UERP sub-projects and four batches of 157 URP sub-projects were approved for implementation within EIB-funded programmes.
Within the framework agreements with the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID), UNDP is providing Technical Assistance (TA) to the EIB’s UERP and URP framework loans considering the similarity of both programs, their joint principles, and approaches to implementation (“Project”). UNDP is committed to strengthening the implementation of the UERP and URP through technical support for the effective management of sub-projects during the main active phases of the project cycle, including planning, design, procurement, construction work, and monitoring as well as providing regular consultations to the UERP/URP final beneficiaries and local stakeholders. Thus, the TA Project is aimed at contributing to the social and economic recovery of the targeted war-affected regions of Ukraine.
In this context, UNDP Ukraine seeks applications from skilled Ukrainian professionals for the position of Anti-Corruption Analyst. The role focuses on strengthening social cohesion and inclusion in TA project regions, ensuring transparency, community participation, and accountability in implementing EIB Programmes. Key tasks include minimizing risks, enhancing anti-corruption capacity among beneficiaries, civil society, and authorities, and mitigating corruption risks linked to UERP/URP framework loans provided by the EIB.

Under the direct supervision of the National Project Manager of the TA project, the Anti-corruption Analyst will be responsible for providing technical support on minimization of risks associated with the implementation of sub-projects, including anti-corruption and other relevant activities within UERP/URP.

Duties And Responsibilities
Provide general project implementation support:
- Provide consultative support to UERP/URP final beneficiaries and local stakeholders in developing and implementing anti-corruption activities and minimizing risks associated with recovery projects;
- Contribute to organizing and implementing activities to mitigate and proactively manage risks of cooperation with sub-project contractors;
- Promote conflict sensitivity, human rights, and gender equality approaches in recovery project implementation for regional and local authorities and community representatives;
- Guide and support the preparation of information materials, presentations, and reports to facilitate transparent project communication and ensure compliance with donor requirements.
- Monitor and assess corruption, fraud, money laundering, and other related risks during project implementation stages;
- Analyze data from open sources (e.g., Prozorro, Open Data Portal) to identify potential risks and propose mitigation measures.Design and deliver capacity-building activities, including training sessions, seminars, and workshops for beneficiaries and stakeholders on anti-corruption measures and risk minimization;
- Facilitate experience-sharing events, public discussions, and networking activities to promote transparency, share lessons learned, and discuss key issues in sub-project implementation;
- Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles;
- Implement best practices and innovations to enhance efficiency and effectiveness;
- Closely work with respective governmental organizations to ensure the component activities are implemented on timely and efficient manner;
- Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional levels for mutually reinforcing impact;
- Ensure full compliance of project activities with UNDP rules, regulations and procedures, including those aimed at advancing gender equality;
- Prepare sections of the project reports, including progress and annual reports, as well as ad-hoc technical reports.
- Guide in developing semi-annual and monthly progress reports for submission to the EIB and MCTID;
- Identify and summarize best practices and success stories in anti-corruption efforts and risk assessment during sub-project implementation;
- Synthesize lessons learned and provide recommendations for improvements to stakeholders, including EIB, MCTID, and community-based partners.
- Organize public events to present results of sub-project implementation, fostering community participation and ownership;
- Develop knowledge products, such as booklets, leaflets, infographics, and presentations, to communicate project results and insights effectively;
- Contribute to the dissemination of best practices and capacity-building approaches, ensuring alignment with UNDP and donor standards.
- Support the Project Manager/Team Leader in executing related activities, ensuring alignment with project goals and compliance requirements;
- Execute additional tasks as assigned by UNDP management or the Key Risk Assessment Expert to enhance project outcomes;
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Under the direct supervision of the National Project Manager of the TA project, the Anti-corruption Analyst will be responsible for providing technical support on minimization of risks associated with the implementation of sub-projects, including anti-corruption and other relevant activities within UERP/URP.

Required Skills and Experience
- Master’s degree in Law, Finance, Economics, Public Management, Business Administration,or other related fields is required.
- Bachelor’s degree in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in working with anti-corruption issues or risk assessment issues in the implementation of recovery projects.
- Sufficient usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages;
- Proven experience and familiarity with the relevant Ukrainian national laws and procedures.
- Experience in public service related to the recovery of regions, territories, and infrastructure affected by the armed aggression of the Russian Federation against Ukraine, architectural and construction control and supervision, with an understanding of practices and procedures associated with corruption in constraction, fraud, and other related risks, is an advantage;
- Demonstrated expertise in addressing anti-corruption issues, aligned with gender-responsive research methodologies shall be considered an asset;
- Experience working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an advantage;
- Experience in preparation of progress and annual project reports on anti-corruption issues is desirable;
- Experience in monitoring open sources of information shall be considered an asset;
- Experience in quality assurance and anti-corruption monitoring of project activities would be an advantage;
- Knowledge of gender equality and women’s empowerment issues and ability to apply it to strategic and/or practical Promoting Accountability and Results-Based Management.
- Fluency in English is required.
- Fluency in Ukrainian is required for local staff
