Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Ukrainian Red Cross Society (URCS) and Norwegian Red Cross (NoRC) are integral components of the International Red Cross and Red Crescent Movement (RCRC), the largest humanitarian network globally. The core mission of the Ukrainian Red Cross Society is to always helps vulnerable groups of population and develops community’s capability to prevent and overcome humanitarian and social crises. Moreover, the core mission of the Norwegian Red Cross is the mitigation of human suffering, the preservation of life and health, and the upholding of human dignity, particularly in times of armed conflicts and other emergencies.

In pursuit of these objectives, URCS and NoRC adhere to the seven fundamental humanitarian principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. NoRC established a bilateral partnership with URCS in March 2022 and increased its support to URCS since the escalation of the conflict in February 2022 with funding from the MFA/Norwegian Agency for Development Cooperation (Norad) and its own funds.

The Norwegian Red Cross has a Country Office in Kyiv along with the delegates and local staff presence in Dnipro and Khmelnytskyi. The purpose of the Country Office (CO) is the implementation of NoRC international strategy and institutional representation at the country level.

Job Purpose

The purpose of this consultancy is to support the improved use of the DHIS2 platform across Ukrainian Red Cross Society (URCS) programmes, particularly those supported by the Norwegian Red Cross (NoRC) and other Partner National Societies (PNSs). The consultant will work in close collaboration with the NoRC Country Office and relevant URCS teams to assess the current implementation of DHIS2, including data collection and reporting processes, indicator tracking, data quality, and the system’s contribution to evidence-based planning, monitoring, and decision-making.

The consultancy will also explore opportunities for expanding DHIS2 use across additional programmes where it is not yet in place. This will involve identifying gaps in existing data management practices and proposing realistic and contextually appropriate recommendations for broader integration of the platform to strengthen monitoring, evaluation, and data use.

The overall objective is to ensure that DHIS2 is strategically and effectively supporting information management needs, enhancing project oversight, and contributing to improved programme performance and accountability.

Job Duties And Responsibilities

‎1.‎ Assess Current Capacity in DHIS2 Data Entry, Management, and Quality Assurance

Responsibilities:‎

  • Conduct key informant interviews with relevant URCS and PHC staff involved in ‎data entry, data analysis and/or management.‎
  • Observe data entry workflows and review current practices within DHIS2.‎
  • Review existing data quality protocols and practices in use.‎


Deliverables:‎

  • A brief assessment report on current staff capacity in DHIS2 data entry and ‎management.‎
  • A gap analysis identifying strengths and areas needing improvement.‎
  • Recommendations for training and support related to data entry and quality ‎assurance.‎
  • Draft a brief DHIS2 guidelines, including DHIS2 management processes/sub-‎processes.‎


‎2.‎ Evaluate data analysis capacity for accurate reporting and data-driven decision-making

Responsibilities:‎

  • Analyze current use of DHIS2 dashboards, charts, and pivot tables by URCS ‎staff.‎
  • Facilitate a short survey or assessment to gauge staff confidence and capacity in ‎using DHIS2 analytics.‎
  • Review case examples of how data has (or hasn’t) been used for decision-‎making in projects.‎


Deliverables:‎

  • A capacity assessment brief outlining current analytical skill levels.‎
  • A summary of barriers to effective data use and actionable insights.‎
  • A proposed roadmap for strengthening data-driven decision-making.‎


‎3.‎ Review integration of DHIS2 in monitoring and reporting Systems

Responsibilities:‎

  • Map how DHIS2 is currently integrated into URCS's PMER workflows and ‎reporting processes.‎
  • Identify overlaps, gaps, or duplications with other reporting systems.‎
  • Consult with PMER and unit leads on institutional engagement with DHIS2.‎


Deliverables:‎

  • A systems integration analysis outlining how DHIS2 fits into URCS monitoring ‎and reporting structures.‎
  • A set of recommendations for improved alignment and use of DHIS2 in ‎institutional reporting.‎
  • A presentation or debrief summarizing findings and next steps for internal ‎stakeholders.‎

‎1.‎ Assess current capacity in DHIS2 data entry, management, and quality assurance

  • Conduct an initial assessment of URCS and PHC staff skills in data entry, dataset ‎management, and use of data quality tools within DHIS2.‎
  • Identify gaps in knowledge and practices related to data completeness, consistency, and ‎accuracy, including backlog data entry.‎
  • Map existing workflows and responsibilities related to DHIS2 data handling.‎


2.‎ Evaluate Analytical Capacity for Data-Driven Decision-Making

  • Assess the current ability of URCS staff to interpret and utilize DHIS2 analytics features ‎‎(dashboards, pivot tables, charts).‎
  • Review how DHIS2-generated data is currently being used to inform project monitoring ‎and decision-making.‎
  • Identify barriers to effective data use and opportunities for capacity strengthening.‎


‎3.‎ Review Integration of DHIS2 in Monitoring and Reporting Systems

  • Examine the extent to which DHIS2 is embedded in URCS's existing monitoring and ‎reporting processes.‎
  • Assess staff familiarity with basic analytics functions and routine system use.‎
  • Identify institutional challenges or needs for further capacity building and system ‎ownership.‎


Collaboration

‎-‎ Engage and work closely with URCS Health and Sical Care and Planning, Monitoring, Evaluation and ‎Reporting (PMER) departments. ‎

‎-‎ Engage and work closely with NoRC project team in Ukraine and especially the Head of Health, the ‎Deputy Country Manager and the Senior Communication and Reporting Officer.‎

‎-‎ Engage and work closely with the International Federation of the Red Cross and Red Crescent ‎Societies (IFRC) and other Movement partners in country.‎

‎-‎ Work closely with the Senior Advisor Information Management and Information and Results ‎Management Coordinator (Europe) of the Norwegian Red Cross (based in Oslo).‎

‎-‎ Update the Head of Health in Ukraine and the Deputy Regional Representative in Oslo every week on ‎progress. ‎

Education

‎-‎ University degree(s) at post-graduate level in relevant fields of study

‎-‎ Minimum 5 years of work experience within Health Information System (HIS) ‎and/or Monitoring & Evaluation in health/ humanitarian/ development ‎programme. ‎

‎-‎ Work experience with RC/RC Movement is an asset. ‎

Experience

‎-‎ Experience in using Power BI for data visualization and reporting, ‎ideally in support of health information systems and program monitoring.‎

‎-‎ Knowlege of KoBoToolbox structure and formula logic is desirable, ‎particularly in settings where KoBo is integrated with DHIS2-based reporting ‎systems.‎

‎-‎ Experience in planning and implementing in needs assessment, ‎outcome monitoring and/or final project evaluations required, inclusive of ‎competency and track record in managing quantitative and qualitative data ‎collection methods and analysis. ‎

Knowledge, Skills and Languages

‎-‎ The consultant/firm must demonstrate experience conducting evaluations or ‎capacity assessments of HIS (preferably DHIS2) use in complex, multi-stakeholder ‎environments—preferably within the health sector and humanitarian settings.‎

‎-‎ Proven track record in assessing HIS implementation and utilization, including ‎workflows related to data entry, analytics, reporting, and system integration.‎

‎-‎ Strong understanding of data use practices and monitoring systems in health ‎contexts, including familiarity with national reporting structures, tools, and data ‎governance practices.‎

‎-‎ Experience facilitating user needs assessments, institutional capacity mapping, ‎and stakeholder consultations to inform data use strategies and system ‎integration efforts.‎

‎-‎ Demonstrated ability to review DHIS2 configurations, including indicators and ‎dashboard structures, to evaluate relevance, usability, and alignment with project ‎objectives.‎

‎-‎ The consultant/firm should possess expertise in capacity strengthening and be ‎able to provide practical recommendations for building sustainable, in-house ‎skills in DHIS2 data use and analytics.‎

‎-‎ Familiarity with the broader DHIS2 community of practice, including engagement ‎with the global network, best practices, and current trends in system ‎strengthening and digital health strategy.‎

‎-‎ Excellent written and spoken English. Good command of Ukrainian and/or other ‎Slavic languages is an asset.‎
