Operations Procurement Specialist - Ukraine

Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is recruiting an Operations Procurement Specialist to support day-to-day project implementation, with a focus on operational and administrative procurement needs in compliance with United States government (USG) and local regulations. The position will report to the Procurement Manager.

Position Responsibilities

• Coordinate operational procurements (e.g., office supplies, IT equipment, services, venue rentals, and travel-related arrangements) in accordance with USG and Tetra Tech regulations.
• Publish RFPs and RFQs on tender websites, newspapers, and other relevant platforms.
• Conduct market research.
• Negotiate prices and other contract terms and conditions with vendors.
• Take part in the evaluation committees and draft supporting documents.
• Draft contracts for operational procurements, using the standard Tetra Tech templates.
• Maintain and archive procurement files.
• Assist throughout the whole tender process to support the Procurement Manager as required.
• Liaise with the finance department.
• Liaise with vendors and subcontractors to collect the required information and documentation.
• Other duties as assigned.
  
  

Required Qualifications

• Bachelor’s degree in a relevant field such as finance or business
• At least three (3) years of administrative, procurement management experience
• Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on Tetra Tech
• Excellent attention to detail
• Ability to effectively use computer software including the full Microsoft Office suite
• Ability to effectively communicate verbally and in written form in Ukrainian and English
  
  

Preferred But Not Required Qualifications

• Procurement management experience on USG or international donor-funded projects
• Experience in procurement focused on ensuring compliance with established rules and regulations and Ukrainian laws
• Knowledge of FAR and AIDAR
  
  

Line Management Responsibility: N/A

Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
