CONTEXT
Medecins du Monde (MdM) France is part of a multi-chapter response in Ukraine:
MdM Spain: leads the overall MdM response and covers Kyiv, Donbas, Kharkiv, and Zaporizhzhia.
MdM Germany: covers Dnipro and Vinnytsia.
MdM Greece: covers Sumy.
MdM France: operates in the south (Odesa, Mykolaiv, Kherson).
MdM France’s mission focuses on restoring access to healthcare and mental health and psychosocial support (MHPSS) for populations affected by the conflict, as well as promoting sexual and reproductive health and preventing gender-based violence. MdM France also collaborates with local organisations involved in LGBTQI+ inclusion, sexual health awareness, telemedicine initiatives, and mobile medical services.
MAIN MISSION
Under the supervision of the Administrative Coordinator (AdminCo), the accountant ensures the accurate accounting of financial operations and manages the cash flow of the Mykolaiv base in compliance with MdM procedures, Ukrainian legislation, and donor rules.
The accountant also contributes to the financial monitoring of projects, supports administrative management and ensures coordination with other departments and implementing partners.

MAIN ACTIVITIES
1. Financial management
Ensure the proper accounting and financial treatment of all mission transactions.
Maintain expected standards and deadlines for financial and administrative procedures.
Record all financial operations in manual Excel ledgers (cashbook, bankbook, advance registers) and in the accounting software (SAGA)
Conduct analytical allocations according to budget lines and donor requirements.
Reconcile cash and bank balances on a monthly basis.
Manage cash flow: make payments, carry out cash inventories, and anticipate replenishment needs.
Manage bank operations: prepare the bank payments and monthly reconciliations.
Monitor advances and ensure timely clearance (operational advances, safety budget).
Verify the eligibility and completeness of financial documentation in line with MdM Finance and Logistics procedures (Purchasing Procedure) and donor requirements (purchase request, quotation, invoice, delivery note, proof of payment, etc.).
Support the AdminCo in monthly financial closures: compile all records, verify consistency, and prepare the monthly accountancy package (hard and soft copies).
Participate in audits and external evaluations (retrieving documents, clarifications, reconciliations).
Ensure proper filing, scanning, classification, and archiving of accounting documents (physical and digital).
Report any irregularities or discrepancies to the AdminCo without delay.
Support budget follow-up and forecasts under the supervision of the AdminCo.
2. Partnership
Review financial reports and supporting documents submitted by local partners, ensuring compliance with MdM and donor guidelines.
Communicate with partners regarding administrative and financial reporting requirements, templates, and timelines.
Participate in monthly meetings and capacity-building sessions with partners to strengthen their financial management practices.
Provide technical support and feedback on partners’ financial documentation, in line with MoUs, donor regulations, and MdM procedures.
3. Coordination and Communication
Collaborate with the Coordination, Logistics, and Programme teams to ensure coherent and transparent financial management of activities.
Share financial and administrative guidance, notes, and updates with relevant staff to promote understanding and compliance with MdM rules.
The list of tasks above is not exhaustive, and additional responsibilities may be assigned by the line manager as required by the mission’s needs. A certain degree of flexibility and adaptability is expected from the employee, in accordance with the evolving context and operational priorities.
CONDITIONS OF THE JOB
Position is based in Mykolaiv, possible business trips within Ukraine
SKILLS REQUIRED
Training & Experience
University degree in Accounting, Finance, Business Administration, or related field (Master’s degree is an asset).
Minimum 2 years of experience in accounting or finance, preferably with an NGO or in the private sector.
Experience in humanitarian or development contexts is a strong asset.
Knowledge
Good understanding of Ukrainian financial and tax legislation.
Master of accounting standards and procedures.
Familiarity with humanitarian principles and NGO operations.
Understanding of the role of local authorities and partner organizations.
Languages
Fluency in Ukrainian (written and spoken).
Good working knowledge of English.
Technical Skills
Proficiency in Excel and Microsoft Office Suite (advanced level in Excel is a must).
Experience with accounting software (SAGA preferred).
Strong numerical and analytical skills.
Ability to reconcile accounts and identify discrepancies.
Rigorous approach to documentation, filing, and archiving.
