Position Title: Security and Security Officer
Location: Kharkiv, Ukraine
Reports to: Country Representative
Contract Duration: 6 months (with possibility of extension)
Probation Period: 3 months
Language Requirement: Ukrainian (fluent), English (preferred)
Gender Preference: Female (due to program sensitivity and survivor-centered approach)
1. Background
Solidar Suisse operates in Ukraine with a strong focus on Protection, GBV/CRSV response, Shelter, and Localization. The organization works through a network of grassroots Women-Led and Survivor-Led Organizations (WLOs) to enhance protection services and ensure safe, equitable access to humanitarian aid in high-risk areas.
Given the evolving operational context in eastern and southern Ukraine, a Safety and Security Officer is required to ensure program continuity, staff safety, and partner capacity strengthening on security management and compliance.
2. Purpose of the Role
The Security Officer ensures the safety and security of personnel, partners, and assets, provides context and risk analysis, supports incident preparedness and response, and leads capacity building of local partners in security management.
This position plays a key advisory role on legal compliance under Ukrainian law, especially regarding security operations, evacuation procedures, and staff duty of care.
3. Key Responsibilities
Security Management & Analysis
Monitor the security situation across program areas (Kharkiv, Dnipro, Odesa, Kherson, Sumy) through direct liaison with UN agencies, INGOs, and local authorities.
Develop and update risk assessments, contingency, and evacuation plans aligned with Solidar Suisse’s Global Security Framework.
Provide weekly security briefings and incident trend analyses to CO management.
Ensure all CO and partner sites maintain Minimum Operating Security Standards (MOSS).
Capacity Building & Localization
Design and deliver training sessions for grassroots WLOs on security risk management, incident reporting, personal safety, and evacuation coordination.
Support partners in developing and maintaining organization-specific risk and evacuation plans.
Coach WLOs in establishing internal security focal points and communication chains.
Incident Preparedness & Response
Lead security risk assessments for field missions and protection activities (including mobile and WGSS operations).
Coordinate with humanitarian clusters and local SES/Military Administrations on safe evacuation routes and alerts.
Advise CO and partners on incident documentation and post-incident reporting.
Legal Compliance & Coordination
Ensure all security activities adhere to Ukrainian legislation (labour, safety, emergency response).
Advise the Country Director on legal implications of security incidents or operational decisions.
Maintain contact with law enforcement, administrative, and civil protection bodies as needed.
Administrative & Reporting
Maintain a secure database of incidents, training attendance, and risk maps.
Produce monthly security situation reports and partner risk summaries.
Support CO audits and donor reporting with security risk data and mitigation updates.
4. Required Qualifications and Experience
Bachelor’s degree in Security Management, Risk Management, International Relations, or related field.
Minimum 5 years of experience in security or risk management in humanitarian or development settings.
Proven experience conducting security risk assessments, contingency planning, and training delivery.
Experience working in eastern or southern Ukraine and familiarity with humanitarian coordination systems.
Understanding of Protection, GBV/CRSV, and localization principles is a strong advantage.
Excellent analytical, communication, and problem-solving skills.
Strong knowledge of Ukrainian legal frameworks related to safety, labour, and emergency management.
Certificates in HEAT / Security Risk Management / PSEAH / GBV / MHPSS / Safeguarding highly desirable.
Ability to work under pressure and maintain confidentiality.

6. Deliverables
Updated CO Security and Evacuation Plan.
Security risk assessment for each operational hub.
3–4 security training sessions for partners (with attendance reports).
Monthly security situation report for CO SMT and HQ.
Compliance checklist on legal and operational risks.
