The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, EpiC the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Technical Advisor for Monitoring, Evaluation, and Learning (MEL) who will report to the Project Director. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.
Job Summary:
The EpiC Ukraine Technical Advisor for Monitoring, Evaluation, and Learning will lead the country-level monitoring and evaluation and learning activities for EpiC Ukraine under the oversight of the EpiC GHS Technical Director. S/he will be the technical lead responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. The EpiC MEL Advisor will work closely with the project leadership to enhance or develop systems across sites to monitor GHS activities and performance in real-time in order to plan services more effectively and to meet reporting requirements. S/he will lead efforts to strengthen monitoring and evaluation, and performance reporting across the country, which may include working with program sub-partners and key stakeholders to monitor, document and analyze the performance of their GHS activities and ensure data quality. S/he will liaise with relevant technical advisers and counterparts responsible for activity specific strategic information and monitoring and evaluation needs.
Accountabilities:
In collaboration with EpiC HQ team, develops EpiC Ukraine monitoring, evaluation, learning plan (PMELP) and reporting systems that include clearly defined indicators, sources of information, measurement tools, process of data collection and validation, baseline data, performance targets, and a plan to evaluate EpiC Ukraine project performance.
Continually assesses progress toward performance targets and uses evaluation findings to inform project leadership and technical teams on EpiC Ukraine activities implementation and needs for improvement, adjust PMELP, and strengthen project implementation.
Provide country-level technical leadership in building MEL team capacity for data collection, analysis, visualization, dissemination, and effective use of data from different sources;
Develop and maintain constructive, collaborative relationships with donor, Ukrainian counterparts, and bilateral and multilateral organizations engaged in GHS activities in Ukraine, to ensure effective use and alignment of project strategic information (SI) with stakeholders priorities.
Develop tools for the design and implementation of SI systems for GHS activities in Ukraine, including tracking of EpiC technical assistance activities through its focus areas - IPC, AMR, HEM, and animal health - at multiple levels and across health and non-health sectors.
Support the analysis and use of data from routine information systems and special surveys to inform project design and scope
Ensure that project data are effectively displayed in dashboards using appropriate graphics and geo-spatial tools
Supervise the MEL team and advises project leadership on staffing and resource allocation for MEL functions
Provide training to EpiC Ukraine’s primary counterparts on MEL components of project design, including monitoring plans, assessments, reviews, surveys, and evaluations.
Contribute to the development of success stories, technical briefs, or peer review publications.

Education Qualification & Experience
Master’s Degree in Public Health or Social Sciences or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Minimum of 12 years of experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs, preferably those funded by the USG.
Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; experience in Tableau or Power BI preferred;
Experience in technical capacity building and supervision of sub-partners.
Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.
Excellent report writing, analytical and communication skills, including oral presentation skills.
Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
Demonstrated ability to perform data analyses and make recommendations based on findings;
Demonstrated ability to portray data sets in easy-to-understand formats including visualizations;
Ability to meet deadlines with strong attention to consistency, detail, and quality.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, Power BI and well-developed computer skills.
Ability to travel within country or region and internationally if needed.
Professional proficiency in written and spoken English and fluency in Ukrainian.

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 3 kg.
Technology to be Used:

Less than 10%
