The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Technical Advisor for Evidence Based Public Health Messaging and Community Engagement (EMCE) who will report to the GHS Technical Director. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken English and fluency in Ukrainian are required.
Job Summary:
The EpiC Ukraine Technical Advisor for EMCE will coordinate and collaborate with the EpiC Ukraine team and lead activities related to risk communication and community engagement, ensuring that messaging is evidence based and grounded in best public health practices. This position will be responsible for enhancing communications systems to ensure timely, accurate, and culturally appropriate communication with vulnerable populations and the general public before and during public health emergencies.
Accountabilities:
Support, as needed, the Ukrainian Public Health Center (UPHC) in the operationalization of rapid multisectoral EMCE efforts
In close collaboration with UPHC and relevant coordination mechanisms, lead and coordinate the review of existing EMCE materials, communication channels, and training materials ensuring content is consistent, culturally relevant, and evidence based.
Contribute, as needed, to the enhancement of a National EMCE Framework, including drafting SOPs, defining roles and responsibilities, and incorporating systems for rumor monitoring and infodemic management.
Strengthen regional Centers for Disease Control and Prevention (rCDCPs) emergency risk communication capacity through development and implementation of resourced communication plans.
Collaborate with rCDCPs in leading consultations with territorial community actors, community-based civil society organizations (including faith-based) to ensure messaging is tailored, inclusive, and community-driven.
In collaboration with rCDCPs and non-governmental organizations acting in EMCE, organize and deliver Training-of-Trainers workshops and other multisectoral educational activities for EMCE cadres to build local capacity for emergency communication before and during outbreaks.
Collaborate with EpiC technical teams (e.g., surveillance, IPC, diagnostics, health emergency management) to ensure EMCE activities are integrated within broader outbreak preparedness and response interventions.
Maintain close engagement with national and regional counterparts from public health and animal health sectors, civil society organizations, and donor partners to ensure EMCE efforts are aligned, harmonized, and sustainable.
Support documentation and reporting of EMCE activities, including meeting notes, training records, and contributions to donor reports.
Ensure continuous coordination with government-led EMCE efforts and other technical pillars under GHS.
Promote inclusive communication strategies, ensuring messages are culturally-sensitive, accessible, and community-validated.
Actively participate in internal project meetings and contribute to EpiC’s strategic planning and technical reviews related to EMCE.
Education Qualification & Experience
Master’s Degree in Public Health or similar degree in Social Sciences; or a Bachelor’s Degree with the equivalent work experience in the EMCE field in Ukraine.
Typically requires 12+ years of relevant experience in public health programming in Ukraine with the focus on EMCE/communications.
Experience in the development and implementation of EMCE training, messages, materials, strategies and plans during public health emergencies, pandemics, or outbreaks.
Specialized training or certification in emergency risk communication, infodemic management, or community engagement in health emergencies (e.g., WHO, CDC, UNICEF-led programs) preferred.
Familiarity with zoonotic diseases and multisectoral coordination mechanisms preferred.
Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.
Excellent report writing, analytical and communication skills, including oral presentation skills.
Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
Ability to meet deadlines with strong attention to consistency, detail, and quality.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
Ability to travel within country or region and internationally if needed.
Professional proficiency in written and spoken English and fluency in Ukrainian.

Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
