MAIN PURPOSE OF JOB

This position will serve as SAFEMed’s senior technical lead in Ukraine for pharmaceutical financing, supporting national reforms in medicine pricing, reimbursement, HTA-based priority-setting, and financial sustainability of public pharmaceutical programs.

The STA will guide the government in developing financing policies for essential and reimbursed medicines, ensuring alignment between pricing instruments (National Price Catalogue, External and internal Reference Pricing etc.), reimbursement mechanisms, Health technology assessment processes and long-term budget planning.

This role requires close collaboration with the Ministry of Health (MOH), the State Expert Center (SEC), the National Health Service of Ukraine (NHSU), and other stakeholders to strengthen evidence-based, transparent, and affordable access to medicines for the population.

Location: Kyiv, Ukraine.

Main Duties And Responsibilities

  • Priority Setting, HTA, Pricing, and Medicines Financing Policies
  • Provide technical leadership on HTA institutionalization specifically to support financing decisions, including cost-effectiveness thresholds, budget impact analysis, and financial prioritization of therapeutic areas.
  • Support development and refinement of pricing methodologies (External and internal Reference Pricing, Price Catalogue reform, transitional pricing mechanisms, implementation of the Positive list).
  • Guide MOH and NHSU in aligning pricing tools with reimbursement models to ensure fiscal sustainability.
  • Develop tools, guidelines, and trainings for public institutions on financial modelling, medicine affordability assessment, and transparent price-setting
  • Pharmaceutical Financing Reform and Reimbursement System Strengthening
  • Provide technical support to MOH and NHSU in advancing reimbursement system modernization, including payment models and co-payment policies
  • Provide technical leadership and expert guidance to MOH and NHSU in strengthening and expanding the national reimbursement program “Affordable Medicines” (AMP), ensuring improved access to essential treatments and long-term financial sustainability.
  • Support the government in developing a clearer, evidence-based decision-making mechanism for determining which medicines should be included in the reimbursement list, using principles of clinical value, cost-effectiveness, affordability, and projected budget impact.
  • Deliver policy recommendations and analytical inputs on priority areas for AMP expansion, including new therapeutic groups, improved INN selection criteria, and alignment with emerging public health needs.
  • Coordinate targeted communication support to MOH and NHSU to help articulate key messages about the goals, progress, and patient benefits of the Affordable Medicines program
  • Project Coordination, Reporting, and Internal Collaboration
  • Contribute to development and revision of SAFEMed work plans and budgets in areas related to pricing, HTA, reimbursement, and pharmaceutical financing. working closely with the Deputy Chief of Party/COP, financial and senior technical staff, MEL and Communications.
  • Identify topics for technical reports, policy briefs, success stories, and donor highlights that showcase progress in pricing reform, HTA-based decision-making, and reimbursement strengthening.
  • Lead the preparation of technical documents, scopes of work, and inputs to routine and ad hoc reporting for SAFEMed, USG, MOH, and other stakeholders, ensuring clarity, accuracy, and alignment with project goals

Qualifications

REQUIRED EDUCATION

  • Degree in medicine, pharmacy, pharmaco-economics or other public health related discipline.
  • Master’s level or above in medicine, pharmacy, public health, health policy or other related discipline (Preferred).

Required Minimum Expereince

  • At least seven plus (7+) years progressively responsible experience in pharmaceutical related project management and/or public health
  • Experience working with the MoH and national level organizations.

Preferred

  • Experience and knowledge of the Ukraine health system and key actors within the system
  • At least three (3) years relevant experience in regulatory affairs, essential medicines, EML or HTA, and in improving rational use and pharmaceutical services for HIV/AIDS, TB medicines, or other priority health conditions.
  • Experience working with USG-funded programs is desirable.

Knowledge And Skills

  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, donor organizations.
  • Strong interpersonal, analytical, and advocacy skills
  • Familiarity with public health, data collection, analysis and presentation
  • Ability provide trainings and make presentations to various groups, including high level government officials
  • Demonstrated computer skills; knowledge of appropriate methods for data analysis and reporting.
  • Skills and knowledge to write cogent technical reports, documents and power points in English and Ukrainian.
  • Fluency in Ukrainian and Advanced in English.
