The Representative Office of the registered association “HUMEDICA” in Ukraine, within the framework of the humanitarian project “Improving access to life-saving health and psychosocial support services for vulnerable people and strengthening resilience in communities affected by war in Sumy and Chernihiv oblasts”, funded by the Ukraine Humanitarian Fund (UHF), project number CBPF-UKR-25-S-INGO-34746, is announcing a recruitment for the position of Project Manager.
Duty station: Chernihiv
Project locations: Chernihiv oblast and Shostka rayon, Sumy oblast
Employment type: Full-time
Contract duration: 5 months with a possibility of extension
Reporting line: Head of Programmes
Role Purpose
The Project Manager ensures effective planning, implementation, monitoring, and reporting of humedica’s humanitarian activities in Shostka rayon, Sumy oblast and Chernihiv oblasts. The role oversees field teams, coordinates with technical departments and local partners, and ensures that activities meet donor requirements, organisational policies, and humanitarian standards. The Project Manager adapts project plans to the evolving context and represents humedica in relevant coordination structures.
Key Responsibilities
1. Project Cycle Management
- Develop project work plans, timelines, and implementation frameworks.
- Coordinate project kick-off, regular progress reviews, and closure processes.
- Oversee daily implementation ensuring quality, compliance, and timely delivery.
- Adjust work plans based on contextual developments; support proposal amendments and development of new project proposals.
- Coordinate inputs from technical specialists (Health, MHPSS, MEAL) to ensure coherence across project components.
- Ensure proper flow and registration of documentation (activity reports, attendance sheets, distribution lists, financial documents).
- Support organisation of trainings, workshops, and capacity-building events.
2. Financial & Administrative Oversight
- Contribute to project budgeting and expenditure planning; monitor spending and update financial forecasts.
- Approve project-related expenditures within delegated authority.
- Ensure timely submission of financial documentation to the Finance Department.
- Coordinate procurement needs, prepare purchase requests, and participate in supplier selection together with the Logistics Department.
- Oversee receipt, storage, distribution, and proper use of project assets, materials, and supplies.
3. Team Management & HR
- Support recruitment and onboarding of project staff.
- Supervise and guide field teams, ensuring clarity of responsibilities and performance expectations.
- Conduct performance appraisals and identify capacity-building needs.
- Promote a positive, respectful, inclusive, and accountable team environment.
- Support conflict resolution and staff development in coordination with HR.
4. Quality Assurance & Compliance
- Conduct regular field monitoring visits to verify progress, data accuracy, and adherence to standards.
- Ensure accurate documentation, transparent archiving, and audit readiness.
- Ensure compliance with donor requirements, organisational policies, data protection rules, anti-fraud, safeguarding, and PSEA standards.
- Identify operational risks and propose corrective actions to the Head of Programmes.
5. Security & Risk Management
- Ensure that all project staff follow safety SOPs, communication protocols, and contingency measures.
- Coordinate with the Security Manager to monitor local developments and update project-level safety arrangements.
- Promote a culture of safety, responsible conduct, and incident reporting.
6. External Relations & Coordination
- Maintain strong communication with beneficiaries, authorities, NGOs, partners, and community representatives.
- Represent humedica in Cluster meetings, technical working groups, and humanitarian coordination forums.
- Ensure respectful and culturally sensitive engagement with communities.
- Coordinate reporting, visibility, and joint activities with implementing partners and humedica HQ.
- Identify opportunities for cooperation, complementarity, and improved service delivery.
Cross-Cutting Responsibilities
- Ensure accountability to affected populations through consultation, feedback, and complaint mechanisms.
- Ensure compliance with PSEA, safeguarding, gender equality, and inclusion standards.
- Promote dignity, participation, and non-discrimination across all project activities.
Required Qualifications
- Bachelor’s degree in project management, health, social sciences, or a related field.
- Proven experience in managing humanitarian or development projects.
- Strong understanding of Project Cycle Management and donor compliance requirements.
- Experience working with finance, logistics, procurement, and partners.
- Excellent planning, coordination, communication, and stakeholder engagement skills.
- Working Ukrainian and English.
- Strong ICT skills and experience with project management tools.
