Overall Responsibilities

The Technical Advisor for Pharmaceutical Procurement will support the State Enterprise “Medical Procurement of Ukraine” (MPU) in strengthening and executing centralized and decentralized procurement of pharmaceutical products. Working under the supervision of the Senior Technical Advisor for Pharmaceutical Procurement, TA will collaborate closely with MPU, the Ministry of Health (MOH), the Center for Public Health (CPH), the pharmaceutical industry, SAFEMed’s contracted agencies, and other relevant stakeholders.

Main Duties And Responsibilities

  • Advancing Public Procurement Instruments and Operations Centrally and Regionally
  • Support the streamlining and strengthening of MPU internal operations, governance systems, and organizational development, contributing to the agency’s transition toward a full-cycle supply chain agency.
  • Assist MPU in its strategic engagement with regional procurement processes, developing clear communication tools that demonstrate MPU’s capabilities and added value, and contributing to the creation of a framework for regional procurement practices.
  • Support the deployment of best practices in procurement and supply chain management, including tender preparation, supplier engagement, market research, and improved internal controls.
  • Contribute to the development of anti-corruption instruments, such as early-warning and reporting mechanisms, integrity systems, and implementation of anti-bribery standards (e.g., ISO-based approaches).
  • Collect and analyze data related to public procurement, prepare analytical summaries, reports, and recommendations for the donor, government partners, and other stakeholders.
  • Support the organization of client engagement events, stakeholder meetings, and consultations, ensuring proper preparation, documentation, and follow-up.
  • Contribute to legislative initiatives, including drafting, reviewing, and adapting procurement-related legislation and regulations as relevant to MPU’s mandate and evolving responsibilities
  • Project Management and stakeholder engagement
  • Facilitate communication and coordination with key stakeholders across government, private sector, and civil society; document discussions, key findings, and recommendations to inform MPU decision-making and SAFEMed technical support.
  • Coordinate the implementation of procurement-related workplan activities and deliverables, ensuring timely execution and effective collaboration with SAFEMed teams involved in supply chain strengthening, MPU capacity development, and public procurement reforms.
  • Maintain strong, trust-based working relationships with key stakeholders across government institutions, regional authorities, the private sector, pharmaceutical manufacturers, civil society, and development partners to advance SAFEMed’s procurement and supply chain objectives.
  • Document and summarize key findings, next steps, and recommendations from meetings, consultations, and technical discussions, producing clear and actionable inputs that support decision-making and guide ongoing procurement and supply chain implementation.
  • Participate in government- and stakeholder-led working groups, ensuring that MPU’s perspectives and needs are reflected in discussions on procurement and supply chain reform.
  • Technical reporting
  • Consolidate procurement-related findings and technical inputs into clear, well-structured English-language reports, prepared under the guidance of the SAFEMed Senior Technical Advisor for Public Procurement.
  • Regularly produce project highlights, narrative inputs, success stories, technical briefs, slide decks, and other materials documenting progress in procurement, supply chain strengthening, and MPU capacity development for internal and external reporting needs.
  • Perform other duties as assigned to support effective implementation, monitoring, and documentation of procurement and supply chain activities under the SAFEMed project.

Qualifications

  • REQUIRED EDUCATION
  • Bachelor’s degree in Public Health, Pharmaceutical Supply Chain Management, Medical management, or equivalent education.

Required Experience

Required:

  • Five years of experience in public health programs or related to pharmaceutical management experience.
  • Experience in pharmaceutical management with an emphasis on procurement, supply chain, warehousing, and logistics is preferred.
  • Experience in providing technical assistance in public health programs/projects, especially supply chain management programs implemented in Ukraine by international organizations.
  • Experience working in Ukraine with MOH, MPU and similar level organizations in the field of healthcare, HIV and TB programs, and governance.

Preferred

  • Experience with USG-funded programs, and other international medical NGOs

Knowledge And Skills

  • Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
  • Knowledge in supply chain areas, warehousing, logistics, quantification of preferably TB and HIV procurement systems and procedures, public health, and governance.
  • Excellent interpersonal skills, communication skills, training experience, ability to identify and resolve policy and operational constraints, generate ideas and solutions.
  • Excellent written and verbal communication and presentation skills in English / Ukrainian.
  • Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
