This assignment contributes directly to NORCAP’s commitment to strengthen protection outcomes through evidence-based coordination and community-focused approaches.


NORCAP is supporting the Protection Cluster in Ukraine, led by the United Nations High Commissioner for Refugees (UNHCR), which coordinates protection efforts across humanitarian actors. In 2026, the response aims to reach millions of internally displaced people (IDPs), with a strong focus on evacuations, frontline response, and safeguarding people at risk of exclusion from essential services. In Eastern Ukraine, partners work closely with local authorities and civil society to address protection risks linked to displacement, insecurity, and access to services.



THE ROLE


The Assistant Protection Cluster Coordination Officer will support the Protection Cluster in Eastern Ukraine to strengthen data-driven protection coordination, with a focus on population movements, evacuation trends, and community-level risks. Success in this role means improving the quality and use of protection data, strengthening local partner capacity, and enabling timely, principled responses that better meet the needs of people affected by displacement.


This position is based in Dnipro, Ukraine, with frequent travel across Eastern Ukraine, and is offered as a 6‑month assignment. The Assistant Protection Cluster Coordination Officer will report to the Protection Cluster Coordinator.



Ukrainian citizenship is required for this role.



RESPONSIBILITIES


As the Assistant Protection Cluster Coordination Officer, you will take on the following responsibilities:

• Support protection monitoring and analysis in frontline regions to inform timely, evidence-based decision-making

• Provide technical guidance to partners on structured data collection, including protection monitoring, population movements, and evacuation trends

• Analyse data on displacement and protection risks to identify gaps, emerging issues, and response priorities

• Contribute to data management processes, including assessments, surveys, profiling, and the development of visualisations and analysis products

• Strengthen coordination with local authorities, NGOs, and community organisations to improve information flow and protection responses

• Monitor legal and policy developments affecting protection and advise on implications for operations

• Support the development and implementation of guidance, standard operating procedures, and protection tools

• Build the capacity of local partners through mentoring, training, and support to community-based protection approaches



QUALIFICATIONS


To excel in this role, candidates should possess the following qualifications and skills:

• 3–5 years’ experience in humanitarian contexts, with a strong focus on protection operations, coordination, or monitoring

• Demonstrated experience in data analysis and data-driven programming in complex emergency or displacement settings

• Experience working with local organisations, community groups, and multi-stakeholder coordination mechanisms

• Proven ability to deliver training and support capacity development of diverse partners

• A university degree in political science, social sciences, international studies, or a related field

• Fluency in English and Ukrainian; knowledge of Russian is an advantage.
