This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks an Organizational Capacity Development and Training Specialist to manage the program’s training and capacity-building activities across government energy institutions and further strengthen existing program-wide methodologies. The Specialist will work with the program’s partners, stakeholders, and national and municipal entities. They will determine capacity-building needs, make sure training aligns with program goals, design training methodologies, and ensure standardized processes for training design and delivery are implemented. This position will report to the Director, Knowledge Management and Program Integration. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions
- Ensure uniform implementation of program-wide capacity-building methodology across the program
- Conduct institutional and training needs assessments (including interviews, surveys, focus groups, and document reviews) to identify gaps in knowledge, skills, and organizational capacity across partner institutions
- Design and validate tailored capacity-building plans that translate needs into clear learning objectives, training modalities, and performance indicators that align with the program’s strategic goals and institutional reform priorities; collaborate with technical teams to develop content
- Support team to prioritize capacity-building needs; ensure alignment with program goals; define interventions, tools, and modalities (trainings, workshops, partnerships); and define performance indicators
- Collaborate and coordinate with educational institutions, governmental agencies, private sector firms, and nongovernmental and nonprofit organizations to improve organizational capacity and performance of program partners
- Support the program leadership team to create, develop, and implement plans and other documents related to Tetra Tech capacity building and training activity in the energy sector
- Monitor and report progress on capacity building for quarterly/annual reports and annual work plans; guide technical teams on annual monitoring
- Help prepare draft scopes of work and coordinate international and domestic consultants to produce capacity-building outputs
- Define, coordinate, and facilitate workshops, trainings, and other capacity-building events as necessary
Required Qualifications
- Bachelor’s degree in international development, energy policy, law, economics, political science, or other relevant field
- Minimum of three years of relevant experience
- Experience designing and conducting trainings, workshops, institutional needs assessments, and other institutional strengthening and skill-building initiatives
- Demonstrated experience working on internationally funded donor programs
- Knowledge of monitoring and evaluation requirements for institutional capacity building
- Strong analytical skills
- Excellent communication skills
- Proactive, detail-oriented, and highly organized; able to manage multiple priorities
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
- Master’s degree in international development, energy policy, law, economics, political science, or other relevant field
- Experience in Ukraine’s energy sector; good working relationships with primary energy sector institutions
- Experience on projects funded by the U.S. Government
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
