Procurement Specialist - Ukraine

Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech seeks a Procurement Specialist who will administer and manage procurements, including performance improvement projects and procurement for program office needs. This position will report to the Procurement Lead. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions

• Assist the Procurement Lead throughout the whole tender process
• Draft requests for proposals/quotations and other types of solicitation documents; publish them on tender websites, newspapers, and other public locations
• Conduct market research
• Participate in evaluation committees and draft supporting documents; negotiate prices and other contract terms and conditions with vendors; draft contracts
• Liaise with vendors and subcontractors to collect information and documentation
• Maintain and archive procurement files
• Liaise with the finance department on invoice processing and on other vendor and subcontractor matters
• Assist in archiving financial files and procurement files

Required Qualifications

• Bachelor’s degree in finance, economics, management, or other relevant field
• Minimum of three years of relevant experience in procurement administration and management
• Ability to work independently with minimal supervision, prioritize multiple assignments in an extremely fast-paced environment, meet deadlines, and exercise good judgment
• Excellent attention to detail
• Strong communication and negotiation skills
• Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
• Fluency in Ukrainian and full proficiency in English
  
  

Preferred Qualifications

• Master’s degree in finance, economics, management, or other relevant field
• Knowledge of U.S. government procurement compliance requirements
• Knowledge of FAR and AIDAR
• Certifications in procurement/supply chain
• Experience on U.S. government or other donor-funded projects
  
  

Physical Requirements

• Frequently remain in a stationary position sitting or standing at a desk
• Occasionally move inside the office to access file cabinets, office machinery, etc.
• Constantly operate office equipment, such as computer, copy machine, scanner, or printer
• Constantly communicate information and ideas so others will understand

Additional Information

• Employment type: This is a full-time, fixed-term position
• Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
• Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
