Mission and objectives
UNDP supports inclusive growth, sustainable human development and democratic governance in Ukraine. Working with national and local authorities, civil society and the private sector, UNDP contributes to recovery, resilience, institutional strengthening and achievement of the Sustainable Development Goals.
Context
This assignment supports the UNDP project “Accelerating Recovery for Human Security in Ukraine with Urgent Response to Intensified Attacks”, which addresses critical recovery needs across infrastructure, environmental protection, social inclusion, economic resilience, governance and justice.
The project includes low-value grants supporting social inclusion and barrier-free recovery, economic empowerment of war-affected people, transparent and accountable recovery, access to justice and human rights protection.
The Finance Grants Associate will support the sound financial management of these grants and related project financial operations in accordance with UNDP rules, regulations and procedures. The assignment is part-time and may be performed remotely, subject to supervisor approval and operational requirements.
Key responsibilities
1) Financial management of grants
- Provide advisory support to potential grantees in finalising financial proposals for UNDP grant competitions.
- Review financial sections of grant proposals and provide comments on compliance with grant requirements and UNDP procedures.
- Advise grantees on financial reporting formats, tools and procedures.
- Review grantees’ financial reports accurately and on time.
- Monitor compliance with UNDP financial reporting requirements.
- Support grantees with budget utilisation, financial operations, procurement and tendering requirements.
2) Payments and financial monitoring
- Prepare and process payments to grantees in accordance with UNDP procedures.
- Monitor financial performance and utilisation of grant budgets.
- Identify potential financial issues and support corrective follow-up.
- Maintain accurate and complete supporting documentation for grant-related transactions.
3) Project financial operations
- Provide day-to-day support to project financial operations in line with UNDP rules, regulations and relevant SOPs.
- Prepare and maintain documentation supporting contracts and payments.
- Contribute to preparation of project budgets and budget revisions.
- Support resolution of finance- and administration-related issues in coordination with Project, Operations, Programme and Country Office teams.
4) Gender mainstreaming
- Ensure gender equality and women’s empowerment considerations are integrated within the area of responsibility.
- Promote a safe and inclusive working environment free from discrimination and abusive behaviour.
- Apply gender-responsive communication principles in line with UNDP corporate standards.
Requirements
- Education: Bachelor’s degree in Administration, Management, Finance, Grants or a related field.
- Experience: Minimum 3 years of professional experience in accounting and/or finance.
- Languages: Ukrainian – Fluent; English – Working knowledge.
- Eligibility: There are no nationality requirements for this remote assignment. Successful candidates must provide proof of citizenship, residency and/or right to work in their remote work location, as well as proof of address.
Essential skills
- Strong practical experience in accounting and/or financial management.
- Good budgeting and budget utilisation monitoring skills.
- Experience reviewing financial documentation and reports.
- Strong drafting, reporting and document-management skills.
- High level of accuracy and professionalism in financial documentation.
- Strong organisational skills and ability to manage deadlines and multiple financial processes.
- Proficiency in Microsoft Excel, Word and other MS Office applications.
- Familiarity with databases and digital office systems.
- Ability to work independently with limited supervision and in a multicultural environment.
- Strong interpersonal skills and sound professional judgement.
Allowances
- Volunteer Living Allowance: USD 1,150 per month, or equivalent in UAH, including the applicable Well-Being Differential.
- Entry lump sum: USD 200 as a one-time payment.
Medical and life insurance
- Medical insurance: UNV-provided medical insurance coverage for the duration of the assignment.
- Life insurance: Coverage for the full duration of the assignment.
Leave entitlements
- Annual leave: 1.25 days per completed month of assignment.
- Unused accrued annual leave may be carried over in case of an extension within the same UN Volunteer assignment, subject to applicable UNV conditions.
