OBJECTIVES OF THE PROGRAMME

Role

WHO’s work in countries operationalizes the General Programme of Work (GPW14) and the European Programme of Work 2025-2029 (EPW2). GPW14 focuses on accelerating progress toward Health for All by strengthening systems for health, improving access to essential services, advancing preparedness and resilience, and reducing health inequalities. EPW2, endorsed at RC75 following extensive consultation with Member States, reaffirms WHO/Europe’s role in bringing unique value to countries through five core functions:

  • International knowledge hub for health – providing authoritative evidence, norms, policies and best practices from across the Region and globally to inform national public health decision-making.
  • Impartial coordinator for everyone’s health – convening national stakeholders and partners to align strategies and support coherent, multisectoral responses to shared health challenges.
  • Leader in tracking and managing cross-border health threats – supporting surveillance, preparedness, and coordinated action on public health emergencies in line with the Preparedness 2.0 agenda.
  • Driver of health system transformation – advising national authorities on evidence-informed reforms and policies that strengthen health systems and improve performance.
  • Voice for health equity – helping countries identify who is being left behind and integrating equity considerations into health policies and strategies.

In this context, WHO Country Offices enable the translation of global and regional commitments into national action. They support Member States by providing strategic advice, convening dialogue across sectors and partners, connecting national authorities with WHO’s technical expertise, and facilitating the use of evidence and best practices to inform policy.

Description Of Duties

  • Operations support: Rehabilitation, assistive technology and disability inclusive health activities
  • Support the WHO rehabilitation and disability team and visiting consultants, to ensure all rehabilitation activities are aligned with WHO’s 5-year strategy and monitoring framework and that any emergency interventions contribute to delivery of sustainable results on longer-term heath system strengthening in Ukraine.
  • Support the establishment of partnerships with INGOs, NGOs, OPDs and other local organisations and contribute to monitoring and evaluating their project implementation. Ensure all partner projects are aligned with WHO policy in coordination with the unit lead and other WHO departments. This includes utilising key WHO partnership agreement tools.
  • Work with the WHO CO communications team and support donor visibility activities including the development of stories, videos and social media posts etc.
  • Coordination and Partnership Management
  • Support the implementation of WHO coordination mechanisms with the Ministry of Health, other government ministries, UN agencies, donors, NGOs, professional associations and civil society organizations.
  • Maintain regular communication with national and subnational stakeholders to strengthen collaboration and information sharing.
  • Organize and facilitate technical working groups, coordination meetings, steering committees and partner consultations.
  • Context monitoring, information management and reporting:
  • Ongoing review of country health needs, priorities and resources and provision of updates to the Unit Lead;
  • Identify and communicate priorities, plans, needs and concerns related to the rehab program, recommending coordination mechanisms and improvements to the country’s emergency response. This will include ongoing need assessments and response planning.

Required Qualifications

Education Qualifications

Essential: University Degree (Bachelor’s) in rehabilitation, public health, medicine, international development, project management or any other relevant field.

Desirable: Post-graduate education or training in any of the above fields.

Experience

Essential:

  • At least two years of experience in public health, health systems, development cooperation, humanitarian response, rehabilitation, disability inclusion, program management, or a related field.
  • Demonstrated experience coordinating with multiple stakeholders, including government institutions, UN agencies, international organizations, donors, civil society organizations, organizations of persons with disabilities (OPDs), and implementing partners.
  • Experience supporting the planning, implementation, monitoring, and reporting of health or development programmes.

Desirable

  • Experience in health system recovery and strengthening, including programme management and coordination, donor engagement and resource mobilization, particularly in rehabilitation, disability inclusion, NCDs, public health or health emergency settings.
  • Experience working with WHO, another UN agency, or an international NGO.

Functional Knowledge and Skills

  • Excellent analytical and writing skills;
  • Demonstrated ability to work within significant uncertainties in a rapidly changing environment.
  • Capacity to plan and conduct operational activities with political and technical elements.
  • Demonstrated ability to interact appropriately with high-level stakeholders, including senior officials and ministers.
  • Demonstrated data management and data analysis skills;
  • Good computer skills (word processing, spreadsheet, Power point presentations).
  • Emotional intelligence: Ability to identify and manage one’s own emotions, as well as helping others to do the same.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Ukrainian.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 47,491 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
