Public Health Expert (h/f/x) - Ukraine

Enabel implements international cooperation programmes funded by the Belgian Government and other international donors, supporting Ukraine’s recovery and long-term development. The current programme focuses on reconstruction, social protection, education, employment and strengthening public institutions.

About the job

Reporting to the Team Lead Health Expert, you will provide technical expertise for the design, implementation and monitoring of health initiatives under a large-scale international programme.

You will work closely with Ukrainian institutions, international partners and donor organisations to ensure transparent, efficient and compliant programme implementation.

Key Responsibilities

1. Provide technical expertise for the design, implementation and monitoring of health initiatives under the BE-Relieve Programme:

• Support the planning, coordination and implementation of initiatives aimed at strengthening the quality, accessibility, and effectiveness of health and social protection services in line with ongoing system reforms;
• Coordinate and support activities addressing the growing needs for physical and mental rehabilitation services for both veterans and civilians.
• Provide technical advice and recommendations to ensure the effective delivery of programme actions and the achievement of expected results.

1. Work in close collaboration with relevant authorities, healthcare institutions, and partners in Ukraine and Belgium to ensure the effective delivery and coordination of health activities:

• Monitor developments in the health and social protection sectors and provide analysis and recommendations to support programme objectives and reform efforts;
• Facilitate collaboration within Belgian & Ukrainian exchange programmes aimed at supporting the alignment of the Ukrainian health system with EU acquis and standards;
• Monitor and report on the progress, outcomes, and impact of exchange and twinning programmes, identifying opportunities for continuous improvement.

1. Support the team in reporting on health outcomes, documenting lessons learned, and capitalizing on good practices and evidence generated through programme implementation.

• Organize and coordinate study visits, workshops, training sessions, and other exchange activities under bilateral cooperation programmes;
• Support the development and implementation of twinning initiatives between healthcare facilities and health training institutions;
• Foster mutual learning and strengthen institutional capacities through partnerships and collaborative initiatives.

Requirements

• Medical Doctor (MD) with an advanced master's degree (complementary qualification) and/or PhD in Public Health;
• At least 7 years of experience as Public Health Expert in the public sector and/or within an international organization; including 3 years’ experience in institutional support and policy dialogue, and or in multi-actor programmes;
• Understanding of Ukrainian health sector dynamics, related to access and quality of care;
• Specific experience or knowledge would be an asset:
• Medical experience in community-based projects and/or in veterans/PLWD projects;
• Medical experience in the rehabilitation and/or trauma and burn care sector;
• Experience with qualitative and quantitative Monitoring & Evaluation methods.
• Strong analytical, organisational and communication skills (research skills would be an asset);
• Excellent command of English and Ukrainian (written and spoken).
