Power Systems Engineer Procurement Expert - Ukraine

Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech seeks a Power Systems Engineer Procurement Expert who will support the technical aspects of procuring electrical power equipment and materials for Ukrainian transmission and distribution system operators (TSOs and DSOs), generation companies, and other beneficiaries to repair damaged energy infrastructure. The position will report to the Power Systems Engineer Procurement Lead. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions

• Support coordination and cooperation with the Ministry of Energy, TSO (Ukrenergo), DSOs, international donors, private sector partners, generation and energy storage operators, and other beneficiaries on Ukrainian power system recovery and development
• Support program activities to develop distribution network development plans for DSOs
• Support capacity-building initiatives for DSOs by providing expertise in network planning, operation, and integration of smart grid solutions, ensuring compliance with global standards
• Support design and engineering aspects of projects to implement distributed energy resources and microgrids
• Support program activities related to non-conventional energy, energy storage, and demand response
• Assess the needs of the TSO, DSOs, and generation companies; equipment delivery time; and cost estimates
• Assess the completeness and quality of technical specifications for electrical equipment provided by power sector companies (TSO, DSOs, generation companies, etc.) in procurement requests
• Support procurement and tender processes by preparing comprehensive technical specifications, preparing responses to technical questions from vendors and suppliers, and evaluating technical aspects of bids from equipment manufacturers and suppliers
• Supervise subcontractors implementing design and engineering projects
• Review and evaluate designs, reports, and pre-feasibility and feasibility studies prepared by subcontractors

Required Qualifications

• Bachelor’s degree in power systems, electrical engineering, or other relevant field
• Minimum of six years of relevant experience in the electricity sector; strong understanding of the specifics of Ukrainian power system planning and operations
• Good knowledge of power system grids and equipment at the TSO and DSO levels
• Ability to develop and manage relationships with a diverse set of officials and stakeholders
• Ability to prepare high-quality technical reports and presentations for diverse audiences
• Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
• Fluency in Ukrainian and full proficiency in English
• Strong proficiency in the MS Office Suite: Word, Excel, PowerPoint, Teams
  
  

Preferred Qualifications

• Master’s degree in power systems, electrical engineering, or other relevant field
• Experience on projects funded by the U.S. Government or other donors on power system or electricity market development
• Experience working with high-level stakeholders, including senior government counterparts
• Experience in the design or modernization of electrical substations or power plants
• Experience working with companies in the Ukrainian power sector

Additional Information

• Employment type: This is a full-time, fixed-term position
• Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
• Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
• Travel requirements: occasional travels within Ukraine and abroad
