EF leads implementation of the Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT). With financial support from the Foreign, Commonwealth and Development Office, UK DIGIT uses Ukraine's digital transformation to support sustainable economic growth, improve the transparency of reconstruction, strengthen good governance, and advance Ukraine's European integration.
The Senior Project Manager will be a member of the UK DIGIT Project Management Unit and provide delivery support for software development and other complex technical initiatives across Project components. The position will focus on planning, coordinating, and overseeing the delivery of new digital services, Diia.Engine improvements, the System of Electronic Interaction of Executive Authorities (SEIEA), tax-related services and systems, eQueue , AI initiatives, and other assigned activities. Working with component leads, product owners, business analysts, technical teams, government counterparts, partners, and contractors, the Senior Project Manager will help translate reform priorities into deliverable technical solutions and maintain effective control over scope, schedule, budget, quality, risks, and results.

DUTIES
- Serve as a senior member of the Project Management Unit, supporting the Chief of Party and component leads with planning, prioritisation , governance, and delivery of software and technical projects across UK DIGIT.
- Lead the end-to-end delivery of assigned IT initiatives from inception and the definition of system requirements through development, testing, deployment, acceptance, handover, and close-out.
- Support the development and improvement of new digital public services, Diia.Engine , SEIEA, tax-related services and systems, eQueue , AI solutions, and other digitalisation initiatives contributing to UK DIGIT objectives.
- Work with component leads to translate policy and business priorities into realistic product roadmaps, delivery plans, technical requirements, milestones, budgets, procurement actions, acceptance criteria, and measurable results.
- Mobilize and coordinate multidisciplinary delivery teams that may include project managers, product owners, business analysts, solution architects, developers, quality assurance specialists, information security experts, data specialists, and short-term consultants.
- Coordinate the software development lifecycle using appropriate Agile and hybrid approaches, including backlog management, sprint and release planning, dependency management, demonstrations, user acceptance, and change control.
- Guide the preparation and review of business and functional requirements, solution concepts, target architectures, process maps, user stories, technical specifications, terms of reference, and contractor deliverables.
- Oversee relevant technical processes, including systems integration, API development, data migration, infrastructure configuration, quality assurance, testing, deployment, monitoring, and technical documentation.
- Coordinate with government counterparts, SOE Diia, EF’s downstream partners, software vendors, technical experts, end users, and other stakeholders to resolve delivery issues and maintain alignment on requirements and expected results.
- Manage contractor and partner performance, technical acceptance, payment milestones, recruitment and procurement actions, and compliance with EF and donor requirements.
- Ensure that assigned solutions appropriately address interoperability, information security, data protection, accessibility, resilience, scalability, sustainability, and institutional ownership requirements.
- Maintain schedules, budgets, forecasts, risk and issue registers, decision logs, and management dashboards; manage cross-component dependencies and promptly escalate material concerns.
- Help the Project Management Unit strengthen common delivery standards, templates, tools, reporting practices, and lessons learned for software and technical projects.
- Support work planning, budget management, procurement planning, value-for-money analysis, donor approvals, monitoring and evaluation, and accurate reporting of progress and results.
- Promote adaptive management and ensure timely handover, technical documentation, knowledge transfer, capacity building, and sustainability arrangements for completed solutions.
- Perform other duties consistent with the position, as assigned.
- Master's degree in project management, information technology, public administration, business administration, or a related field. A combination of relevant education and substantial professional experience may be accepted in lieu of an advanced degree.
- At least five years of progressively responsible experience managing complex projects, including at least three years in a senior delivery or team leadership role.
- Demonstrated experience managing software development, digital transformation, e-government, digital public infrastructure, or other complex information technology initiatives through the full project lifecycle.
- Proven ability to manage concurrent software and technical workstreams involving cross-functional teams, contractors, downstream partners, government counterparts, and end users.
- Experience managing donor-funded projects, including work planning, budgeting, procurement, partner or subaward oversight, risk management, value for money, compliance, and results reporting; experience with FCDO-funded programming is an advantage.
- Strong practical knowledge of Agile and hybrid delivery approaches and software development lifecycles, with experience using tools such as JIRA and Confluence.
- Experience managing product owners, business analysts, developers, quality assurance specialists, technical experts, contractors, or implementing partners and reviewing product documentation, technical specifications, acceptance criteria, and software or infrastructure deliverables.
- Working knowledge of product management, system architecture, government registries, systems integration, APIs, data migration, infrastructure services, information security, quality assurance, business continuity, and AI-enabled products.
- Strong understanding of Ukraine's public administration and digital governance environment and demonstrated ability to work effectively with senior government officials, donors, technical teams, businesses, and civil society stakeholders.
- Excellent analytical, problem-solving, negotiation, facilitation, organisational , and decision-making skills, with the ability to deliver under tight deadlines in a dynamic operating environment.
- Fluency in Ukrainian and professional proficiency in written and spoken English are required.
