About the job

The expert will support Ivano-Frankivsk National Medical University (IFNMU) in managing and administering ongoing and pipeline international cooperation projects with Belgian and other international partners in the field of health education. Particular focus will be placed on rehabilitation-related educational programmes, including Occupational Therapy (OT), Speech and Language Therapy (SLT), and other relevant disciplines, within the framework of the upcoming Enabel–ESTDEV technical assistance.

Key Responsibilities

• Complete the assessment, identify the areas for improvement and start the improvement actions in the current process of project budgeting, financing, accounting and financial reporting of the IFNMU SLT programme and the IFNMU OT programme with Enabel / VIVES Un-ty and other international partners (e.g., Swiss Development Agency);

• Develop the project budget and financial expenses plan for the OT Programme and for SLT Programme for 2026-2028;

• Prepare a proposal for a strategy for finding international partners in the areas of the university's activities that have the greatest potential for developing cooperation;

• Provide project management consultancy services and project budgeting/ financing consultancy services in full accord with agreed SLT project and OT project implementation plans and according to the agreed KPIs.

• Search for potential international cooperation projects for IFNMU, negotiate and prepare relevant agreements with international donors, partner universities and other interested organizations, as well as provide organizational support and functioning of such projects at the stage of their launch and implementation;

• Develop jointly with the IFNMU Management a resource mobilization plan for the potential cooperation projects and transition plan for continuation of project management by the University internal staff or associates.

Requirements

• Minimum Bachelor degree in Finance, Accounting, Economics or other related field;

• Minimum 3 years of practical experience working as Project Budget / Financing Specialist in the public or private sector in Ukraine;

• Experience working in collaboration with international partners;

• Practical experience in Health and Health Education will be considered as an advantage;

• Strong knowledge of budgeting, financial reporting and analytics;

• Strong organisational and communication skills;

• Excellent command of English (at least B2 level) and Ukrainian.
