Project Description:
The Ukraine Ministry of Veterans Affairs Institutional Strengthening (Vet-IS) project is a multi-year initiative funded by Global Affairs Canada (GAC) and implemented in partnership with Ukraine's Ministry of Veterans Affairs (MoVA). The project aims to strengthen MoVA's capacity to lead, coordinate, and standardize a coherent national system of policies, programs, and services for veterans and their families.
The project supports institutional strengthening, policy development, inter-ministerial coordination, and the establishment of inclusive, rights-based service models to improve access, quality, and consistency of services nationwide.
About the Role:
The Donor Coordination Specialist will support the Ministry of Veterans Affairs (MoVA) in coordinating its relations with international partners and in running the sectoral working group (SWG) on veterans' affairs.
Working closely with the Field Manager, the MoVA Delivery Office, and MoVA Reform Support Team, the role ensures that international assistance is complementary and not duplicative, and creates platforms where partners can design joint projects in MoVA's priority areas.
The position requires strong relationship-building skills, sound judgment, and a good understanding of how donors and implementers operate.
Key Responsibilities:
Sectoral Working Group and Partner Coordination
- Support MoVA in preparing, convening, and following up on the SWG and thematic meetings with international partners
- Coordinate day-to-day relations with international partners, donors, and implementing organizations on behalf of MoVA, in agreement with the Ministry
- Ensure information flows between MoVA, the MoVA Delivery Office, the reform support team, and other projects to avoid duplication and enable synergies
Donor Mapping
- Hold the pen on donor mapping for MoVA: maintain an up-to-date overview of international support, projects, funding, and planned initiatives in the veterans' sector
- Analyse supply and demand: match partners' priorities and available funding with MoVA's needs and identify gaps and overlaps
Joint Initiatives and Resource Engagement
- Create platforms and facilitate dialogue between partners and MoVA to develop joint projects in priority areas
- Support MoVA in preparing concept notes, briefs, and presentations for partners
- Support MoVA in preparing for cross-donor funding opportunities in the veterans' sector
Reporting
- Prepare meeting notes, coordination updates, and briefs for MoVA leadership and the Vet-IS team
- Contribute to project reporting to Global Affairs Canada and Alinea
Expected Deliverables:
- Donor mapping for MoVA, updated regularly
- Agendas, materials, presentations, and follow-up notes for SWG and thematic meetings
- Briefs and concept notes supporting joint initiatives with partners
- Coordination updates for MoVA leadership and the project team
- Contacts management systems and logs
Required Qualifications:
Mandatory
- Degree in international relations, public policy, social sciences, or a related field
- Minimum 5 years of professional experience in donor coordination, international cooperation, or project management in Ukraine
- Strong understanding of how international donors and implementing partners work
- Experience supporting government institutions in coordinating international assistance
- Excellent communication, facilitation, and diplomatic skills
- Strong written skills, including preparing briefs and meeting materials
- Proficiency in MS 365, using various tools to create visually appealing presentations and briefs
- Fluency in Ukrainian and English (written and spoken)
Preferred qualification
- Knowledge of veterans' affairs or the security and defence sector
- Experience working with or within a sectoral working group or similar coordination mechanism
- Experience with donor mapping tools or databases
- Experience working on Global Affairs Canada-funded projects
