IRC Ukraine is looking for an individual with experience in data analysis in humanitarian settings in order to strengthen the quality of Protection Monitoring carried out in Ukraine. The purpose to engage the Protection Analysis and Reporting Consultant to support the protection monitoring efforts of IRC Ukraine to assess and report on the trends in the protection environment of our clients. This will help the program and advocacy teams to design their responses strategies, stakeholder mapping and engagement, and prioritization of activities.
Primary Objectives
IRC Ukraine is looking for an individual with experience in data analysis in humanitarian settings in order to strengthen the quality of Protection Monitoring carried out in Ukraine. The purpose to engage the Protection Analysis and Reporting Consultant to support the protection monitoring efforts of IRC Ukraine to assess and report on the trends in the protection environment of our clients. This will help the program and advocacy teams to design their responses strategies, stakeholder mapping and engagement, and prioritization of activities.
Primary Objectives
- Strengthen the analytical capacity of the Protection Analysis and Reporting Manager (PARM) by enhancing their skills in protection data analysis, identification of key trends and risks that inform programmatic decision-making. Provide mentoring support in the development and production of high-quality, actionable analytical products, including Protection Monitoring Snapshots and quarterly analytical reports, ensuring adherence to quality standards and deadlines.
- Support the integration of protection analysis into advocacy and programmatic processes by identifying advocacy opportunities based on monitoring data and providing guidance in the preparation of analytical materials for internal and external advocacy. Emphasis will be placed on generating actionable recommendations for both programming and advocacy, aligned with the Protection Analysis Framework (PAF).
- Strengthen managerial and supervisory skills by training PARM in effective supervision techniques, performance management, and feedback delivery, particularly in the context of supervising Protection Officers across the three offices (Dnipro, Kharkiv, Odesa). Provide support to ensure the consistency and quality of analytical data received from the field teams.
- Review and update data collection tools (e.g., survey forms) as needed to reflect current information needs and ensure alignment with analytical priorities.
- Promote knowledge sustainability and reduce reliance on external technical support by building durable expertise within PARM and supporting the development of internal learning materials (e.g., guidelines, training packs, cheat sheets).
- Improve the quality and strategic relevance of Protection Monitoring by supporting the transition from data collection to meaningful analysis that drives decision-making. Introduce a systematic approach to risk and trend analysis, including tools such as risk matrices and comparative method
- Initial review of work objectives, assessment of the PARM's current capacity, alignment of expectations, and adjustment of the workplan if needed.
- Preparation of training materials for the session: 'Protection Monitoring and Advocacy: How Protection Analysis Informs Advocacy.
- Data collection setup and standardization, including review and correction of common errors.
- Conduct training sessions on adapting protection monitoring tools (HH, KII, FGD) to specific contexts and population groups.
- Strengthening collaboration with MEAL for data cleaning to support analysis.
- Planning of the August Protection Monitoring Snapshot.
- Development of a mini-guide on identifying advocacy entry points.
- Conducting the training: 'Protection Monitoring and Advocacy — How Analysis Transforms into and Influences Advocacy.
- Provide ongoing mentorship, technical support, and capacity building for PRoL staff, PARM, Senior Protection Monitoring Officers, and Protection Officers through in-person meetings.
- Adaptation of the approach to working with field teams in the absence of Senior Protection Monitoring Officers.
- Joint planning of the September Protection Monitoring Snapshot and the quarterly analytical report.
- Evaluation of the PARM, formulation of a future development plan, and preparation of a report on completed work.
- Experience in data collection, analysis and management as well as drafting information products including snapshots, reports, briefs.
- Excellent writing and editing skills, strong attention to detail, and ability to identify gaps and take the initiative to cope with them.
- Excellent analytical skills, including the ability to synthesize, process and analyise qualitative and quantitative data quickly.
- Excellent communication, facilitation and presentation skills, as well as proven interpersonal skills, tact and diplomacy.
- Languages: advanced level of English.
- High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Flexiility to undertake work related travels inside Ukraine.
