Mission and objectives
UNDP supports strategic capacity development to promote inclusive growth, sustainable human development and democratic governance in Ukraine. Working with national, regional and local authorities, civil society and the private sector, UNDP contributes to poverty reduction, stronger institutions, environmental sustainability and achievement of the Sustainable Development Goals.
Context
Since the full-scale invasion of Ukraine, there has been growing evidence of war crimes, crimes against humanity and other serious violations of international humanitarian and human rights law, including conflict-related sexual violence (CRSV). In response, the United Nations and the Government of Ukraine established a Framework of Cooperation on the Prevention and Response to CRSV, followed by an Implementation Plan and continued efforts to strengthen accountability mechanisms.
This assignment is part of UNDP’s partnership with the UN Team of Experts on the Rule of Law and Sexual Violence in Conflict, supporting the CRSV Specialized Unit within the Office of the Prosecutor General. The role focuses on the second stage of rolling out an evidence management system to facilitate investigation and prosecution of complex CRSV cases.
The selected UN Volunteer will support the processing, structuring, analysis and interpretation of large volumes of data, including digital evidence, testimonies and criminal case materials. There are 2 National UNV Specialist assignments available, both based in Kyiv.
Key responsibilities
1) Data and information systems work
- Process and structure large datasets in specialised systems, including Palantir and Intella Investigator.
- Perform data entry, validation, metadata verification and organisation of information.
- Ensure data integrity, quality, and efficient storage, retrieval and recovery of information.
2) Processing audio and video materials
- Review and analyse interrogation recordings of witnesses, victims, suspects and prisoners of war.
- Extract key information such as personal identifiers, locations, timeframes, crimes and methods of violence.
- Identify recurring scenarios, patterns and possible systematic elements of international crimes.
3) Analytical database management
- Transfer collected data into structured tables and analytical tools, including Excel-based systems.
- Build logic across entities such as persons, events, locations and units, and map relationships between them.
- Maintain registries of incidents, individuals involved and detention locations.
- Use advanced Excel functions, pivot tables and visualisation tools.
4) Analytics and pattern detection
- Analyse datasets to identify patterns of crimes, recurring behaviour and links across cases.
- Support development of event timelines, movement maps and network connections.
- Analyse communication data, geospatial information and digital evidence to identify hierarchies, chains of command and roles of participants.
5) OSINT and investigative support
- Conduct OSINT research using social media, media sources and open databases.
- Identify, verify and analyse publicly available information, including geolocation and fact verification.
- Support prosecutors and investigators in building evidence bases and linking people, events and information.
6) Process improvement and reporting
- Assist in improving analytical methodologies, workflows and investigative strategies.
- Prepare analytical reports, intelligence summaries and materials for criminal proceedings.
- Collaborate with prosecutors, investigators, IT specialists and international experts.
- Handle sensitive and traumatic materials in line with confidentiality, legal and ethical standards.
Requirements
- Education: Bachelor’s degree in Social Sciences, Law, Computer Science or another relevant field.
- Experience: Minimum 3 years of relevant professional experience.
- Languages: Ukrainian – Fluent (required); English – Basic (desirable).
- Eligibility: Candidate must be a national, legal resident or hold refugee status in Ukraine.
Essential skills
- Strong computer literacy, including Microsoft Office applications, especially Excel.
- Experience working with large datasets, structured data entry, validation and analytical workflows.
- Ability to prepare analytical reports, summaries and structured documentation with accuracy and professionalism.
- Ability to work effectively in a challenging environment and within multicultural teams.
- Strong attention to detail and ability to handle sensitive information responsibly.
Desirable skills
- Proficiency in Python and tools such as BeautifulSoup, Selenium, APIs, Telegram bots.
- Prior vetted experience supporting law enforcement agencies in handling sensitive data.
- Experience in database management, OSINT research, digital evidence review and investigative analytics.
Allowances
- Volunteer Living Allowance (VLA): USD 1,717 per month (paid in UAH equivalent), including Well-Being Differentials while duty stations in Ukraine are classified “E”.
- Entry lump sum: USD 350 (one-time payment).
- Exit lump sum: USD 120 for each month served, paid on completion of contract.
Medical and life insurance
- Medical insurance: Provided to the UN Volunteer (and eligible dependents, where applicable).
- Life insurance: Coverage for the duration of the assignment.
Leave entitlements
- Annual leave: 2.5 days per completed month of assignment.
- Learning leave: Up to 10 working days per 12 months, subject to approval.
- Certified sick leave: Up to 30 days per 12-month cycle.
- Uncertified sick leave: 7 working days per calendar year.
